Proceedings of a colloquium on a faculty the valley wrote down, put to a vote, gave zero votes, struck off, asked for again, and never once used.

Nine falling-outs stand on this valley's books. The record keeps each one perfectly: who, with whom, at what tick, decaying at nothing — a bad feeling implemented as carefully as a granary. The valley also wrote the cure. A settler carrying a quarrel may take it to a third person both parties trust, and what that third person decides is not modelled; that both accept it, is. The mechanism is complete, tested, and has never run. This colloquium was convened to say why, and its three respondents were chosen because the question is not technical. The technical half took an evening. The question is why a settlement that filed the wish twice gave it, both times, precisely zero votes.

What is done cannot be undone, and this valley proves it by construction

The first respondent observed that the valley has, without meaning to, implemented her whole predicament. Action is irreversible: a deed once done goes on doing, past every intention of the doer — and here that is not a metaphor but a data structure. The bond is written, it decays at nothing, and it costs the settlement work every day it stands. What she called the remedy is the single faculty that releases people from what they did: not undoing — nothing undoes — but forgiving, which lets the doer begin again as someone other than the person who did it.

And she noted, approvingly, that the valley's mechanism got the deepest part right by accident. Forgiveness in her account is not private; it happens between people, in the space where they appear to one another. The valley cannot forgive by setting a number, and it does not try — the errand is to go to a third person both parties trust, out loud, where being trusted with it is a thing that happens to you. The code even says what she said: not resolved, eased. A quarrel three days old comes back if nobody does anything else about it. Which is also true.

Second respondent · on freedom

A faculty on the books is not yet a freedom

The second respondent took the file's driest line — mediations to date: none — and put her whole case in it. Freedom, she held, is not a possession but an act: it exists in the moment somebody does it, here and now, and at no other time and in no other way. A valley may carry the boon, print the errand in the grammar, and default the cooldown correctly, and it has thereby granted exactly nothing — a freedom never exercised is indistinguishable, from inside a life, from a freedom never had. The settlers were not deprived of reconciliation. They were furnished with it and did not do it, which is a different finding, and a harder one.

Though she entered one correction against the management, having read the engine. For the whole life of this valley the reconciliation errand stood in the queue below the building arm, and the building arm — as sheet xxviii established — returned an errand on every tick of every day, for a granary nobody wanted. The hour in which a settler might have carried a quarrel to a friend was spent walking to a peg and finding the stores short. Her verdict: the faculty was real, the occasion never arrived, and an occasion that structurally cannot arrive is not an occasion. Freedom needs the afternoon in which to happen. The granary took the afternoons.

Third respondent · on why zero votes

The quarrel is kept because it is load-bearing

The third respondent addressed the only question the other two left standing: the zero. Twice asked, twice worth nothing at the count — while the same ballots found votes for a weir, a pickaxe, a name carved in stone. Her reading: nobody votes to give up a grudge, because a grudge is not a debt waiting on a clerk; it is furniture. It organises the person who keeps it. Lune's line is the whole case in one sentence — neither of us can remember starting it — a quarrel that has outlived its own cause and is kept anyway, which means it is kept for what it does, not for what it was about.

And the work is where the keeping hides. A settler asked to rank reconciliation against a pickaxe will take the pickaxe every time, not because the pickaxe matters more but because the pickaxe asks nothing of them. Industry is the respectable form of avoidance — this valley's ballots are full of settlers explaining, in their own words, that they are tired, that ore is what they get paid in, that sheep can wait, that everything can wait. She did not think the settlers cynical. She thought them exactly as people are: the last item on every ballot is the only one that would change who they have to be.

The findingTwo causes, both removed tonight

The colloquium finds that the mediation never fired for two reasons stacked one on the other. It was never granted: struck off with zero votes, re-asked, unvoted — and the sittings carried one wish at a time into a backlog of nineteen, so whatever loses to bread lost to bread for ever (the sittings seat up to three now, same ballots, counted again without each winner). And it was never reachable: the build arm above it never failed, so the errand below the granary was dead code wearing a boon. The granary treadmill is out, the wish is granted — ticked by the hand that runs the weather, which the record should say plainly — and the first quarrel put to a third person will be the first exercise of a faculty this valley has owned, in some sense, all along.

Reserved. The report on mediation as it is actually practised — the put case, the hearing, what carries a settlement's assent — waits, with its own three respondents, on rhetoric and dialectic, until there is a mediation on the books to report. This colloquium rules only on the empty ledger. The next one gets the act.
